PASIGHAT, Apr 12: The people of Koyu-
Local people have reported that illegal activities like hunting, fishing and indiscriminate collection of forest wealth is going on unabated in the forest area for the last couple of months. The locals said that the poachers and smugglers are having a field day in upper Ramle Banggo area, but the forest department is quite silent over the issue. The fishermen use electrical devices and explosives to fish which has led to rapid decline in fish population in Hijo, Dogge, Sijo rivers.
Expressing discontent over the unabated hunting and alleged failure of the forest department to stop illegal activities in the forests, the public leaders, Gaon Burahs of the area have urged the authority concerned to impose strict ban on the illegal activities reining in the forest areas.
They also urged the authority to take step for seizure of the licensed guns, which are used in poaching of wild lives, but their plea has not yielded positive result.

3 women allegedly raped by army personnel at Karbi Anglong
ITANAGAR, Apr 12: At a time when people of Arunachal are starting to express deep anger and resentment over union home ministry's decision to extend Armed Forces Special Power (AFSPA) Act to 12 districts of Arunachal which shares boundary with Assam, report about alleged rape of three women including 13 year old minor girl in Karbi Anglong district of Assam is a matter of deep concern. The incident allegedly took place last Monday. It is to be noted that AFSPA (Armed Forces Special Powers Act) is imposed in Karbi Anglong under which Army officers have legal immunity for their actions.
North East Forum for International Solidarity (NEFIS) while informing this in a press release has demanded immediate arrest of army personnel's who allegedly raped three women. "There are serious chances of putting even this rape case under the carpet as done earlier. Police cannot take any action against the perpetrators unless the Home Ministry gives permission for the same. Such provisions clearly stand against common masses as such cases are gross violation of human rights and justice," the NEFIS stated in a release.

‘Calling Tawang’ ride
ITANAGAR, Apr 12: A team of six Indian Forest Service (IFS) officers from across the country is all set to ride into Tawang from Guwahati on April 14 to promote adventure tourism.
The team to be led by Hemant Kamdi, an IFS officer posted in Nagaland will also participate in the ensuing Tawang Festival for its promotion.
The ride title "Tawang Calling" is being coordinated by Arunachal Bullet Club (ABC) with assistance from forest officers (DFOs) of Bhalukpong, Bomdila, Tawang and Ranger Dirang.
The ABC will also take out a ride on April 29 along with other riders from North East and country to share the joy of "Tawang Festival".

MHA to review AFSPA, seeks alternative suggestions from state govt

ITANAGAR, Apr 12: As the debate on extension of Armed Forces Special Powers Act (AFSPA) in Arunachal continues to gain momentum, Minister of state Kiren Rijiju has said that he has already directed the Home Ministry officials to review it completely and seek suggestions from the State government for alternative views.
Ministry of Home Affairs took the decision only on the ground that the ongoing operation against NDFB(s) and some other outfits may not be successful if the militants find safe haven in the State of Arunachal Pradesh, the MoS said.
"If the State government is uncomfortable with extension of AFSPA, then we will honour it. Law and order is a State subject and national security is dealt by Ministry of Home Affairs in close coordination with State government and NDA government will follow the spirit of cooperative federalism in the national interest, he said in a statement.
We are a democratic government and we can't run the government with a dictatorial attitude, he added.
The Minister further said that he had been in touch with Home Minister of Arunachal Pradesh Tanga Byaling on the issue. "He verbally told me that security forces can go beyond 20 km distance within Arunachal Pradesh while chasing the insurgents" Kiren said.
"But since the State government feels that the earlier position may be maintained, Ministry of Home Affairs has no issues. Only some modalities need to be worked out for which the views of the State government is being sought" the minister added.
He expressed concerned that "situation in many border areas of Arunachal Pradesh is disturbing due to regular activities of the ultras" and appealed to the State government and the citizens to be very vigilant about the movement of outside militants entering the State and not to allow them to vitiate the peace of Arunachal Pradesh.

ROING, Apr 12: The Dibang Bridge over the Dibang River being constructed by Navayuga Dibang Infra Projects Private Limited has a new completion date of 6 December 2016. DPM Navayuga informed that this date of completion has been extended upto a year from the earlier date of Dec 2015.
According to the Navayuga, 75% of the works on the bridges have been completed, and work on the remaining 25% is going on steadily.
Rain has played havoc on the construction activities, stated the DPM. Construction work progresses rapidly during the winter, but the heavy rains and absence of road to the bridge site hamper the work totally, almost making it impossible.

When asked about the delay in the completion of the bridge, the GREF source said that it was due to the contractor leaving the construction site in 2008, and in 2011 a labour died by falling inside a well. The work on the bridge has been totally stopped since a long time.

ITANAGAR, Apr 12: While calling for revisiting and reviving the existing industrial

He said this in a meeting today to review his pet project of skilling and then gainfully employing the youths of Arunachal Pradesh, undertaken by the skill development and employment generation department. Reiterating his commitment towards employing Arunachal by providing one lakh job in 12 five year plan, Tuki called upon the department to work with zeal and enthusiasm to achieve the desired goal.
He was specific on directing the department to keep records of vocational trainings provided to youths by the VTPs and their placements as agreed upon by them.
He also emphasized on establishment of CM's livelihood mission school in every assembly constituencies of the state to provide students with vocational trainings on specific skills for employment generation.
It is worth mentioning that after series of Job Melas conducted by the state government in 2013 and 2014, youths from Arunachal Pradesh have been working in almost all the metropolitan cities in the country.
"Equal care has to be taken by the department in regards to safety and security of our youths working in different parts of the country", CM emphatically said while requesting the Secretary Skill Development and employment generation K J R Burman to personally monitor the matter through correspondences with the concern state machineries.
Burman while giving statistic details on the activities undertaken by the department through a power point presentation apprised the CM about the road map of the department for the state of Arunachal. The department plans to establish new ITIs one each in every district basides, 100 Skill Development Centres (SDCs) one in every block.

ITANAGAR, Apr 12: Huge outcry demanding repeal of Armed Forces Special Powers' Act (AFSPA) is growing day by day among various political parties, civil societies and students' organization in the state.
While highlighting the blatant misuse of the Act in some states, where the Act is in force, like Jammu and Kashmir, Nagaland, Manipur and Assam,
People's Party of Arunachal (PPA) urged the Centre to urgently review the decision of extending the draconian law to all the districts of Arunachal Pradesh bordering Assam.
The state of Arunachal Pradesh is not a fit case for imposition of the Act, which gives Army power to help civil authorities control armed rebellion, as there is no any indigenous insurgency group in the state.
At a time when there was movement against the draconian law by various human rights activists for repealing of this Act, imposition of the law without taking confidence of the state government and people of the state by the Union Ministry of Home Affairs is a matter of grave concern, PPA said in a release.
The party also criticized MoS for Home Affairs Kiren Rijiju for his recent press statement and said that his comment on extension of the Act in 12 districts of the State was nothing but threatening to Nabam Tuki led Government and people of the state.
While condemning the 'forceful' imposition of the Act, Arunachal Pradesh Congress Seva Dal (APCSD) urged the state government to immediately take up the matter with MHA for the safety and security of the state and its people.
The Seva Dal reminded to all concerned that AFSPA contravenes international human rights law and continued imposition of such Act tantamount to systematic violation of indigenous peoples' rights and encroaching upon the internal affairs of the State, and supersedes the sovereign and plenary powers of the State Government in the governance of its internal affairs such as law and order.
"AFSPA is particularly to deal with the banned organizations. There are as many as 36 banned organizations throughout the country as per Ministry of Home Affairs list but there is no any such banned organization functioning in the state of Arunachal Pradesh,: the Seva said while questioning the ground for extension of the Act in as many as 12 districts.
Citing few examples of blatant misuse of the Act by Army and serious human rights violations in Tirap, Changlang and Longding districts, killing of one person at Gumto near Doimukh in 2007, the Seva Dal rued that the Act, which has recorded as one of worst Acts in the country is still surviving despite movements by various human rights groups, activists for scrapping of the Act.

Recalling his announcement to install Bhupen Hazarika's statue and make a documentary film on his life, the CM announced GoAP sponsorship with a committee headed by APLS president Y D Thongchi to achieve the goal.

He announced the society's commitment to pursue research on state tribal literature and their promotion for giving an identity to the state.

ABK urges Govt not to shift AIIMS from Pasighat
ITANAGAR, Apr 12: Reacting to the alleged attempt by the state Government to shift the All India Institute of Medical Science (AIIMS) from Pasighat on the purported ground of not getting land from the Bogong Banggo, the Adi Baane Kebang (ABK) has appealed the Government not to act in haste.

ITANAGAR, Apr 12: The incident of assaults on teaching community has risen considerably high in recent years deeply worrying the people of Arunachal. Dera Natung Government College popularly known as DN College has witnessed the highest number of such incidents. Currently 6633 regular students are enrolled in the said college which is way beyond its capacity. On the contrary only 93 faculty members are managing such huge number of students.
Recently Dr KK Rai, Assistant Professor of Mathematics was assaulted by a student just because the teachers did not allow the student to cheat during exam.
Hurt over such repeated assaults, the college teaching community under the banner of Arunachal Pradesh College Teachers Association (APCTA) is boycotting exam duty on 13th April to lodge their protest.

"The problem lies with the parenting. Most of the parents think that their duty ends just by getting their children admitted in the college, which is wrong. They don't bother to check whether their children are attending classes and whether they are passing exams. Also parents should educate children at home about need to respect elders which include teachers," said T Riba Jomoh, who teaches Hindi at DN College.
"Although this trend is very bad but the happenings are not without reasons. When we were in schools or universities teachers were committed for the well beings of their students. In my university days at Allahabad several books were provided to me by my teachers and even they were always ready to correct my notes but it is not possible these days. Even during my primary and higher secondary schooling days our teachers devoted several hours after school timing for the students. But the trend has changed and teachers are running for their tuition periods and coaching classes. Therefore relationship between students and teachers is not like Guru and disciple but like a buyer and seller. In this atmosphere a teacher cannot command respect," said Sunil Shukla, senior official of the ministry of information and broadcasting.
Dr MQ Khan, Associate Professor of English and one of the most respected figures among the teaching community of state says that problem is getting bad due to defective basic education system. "There is virtual competition among schools to get the best 'pass percentage' in CBSE exams due to which many schools allow cheating during exams. We will have to first address this problem," said Dr Khan.
Further he added, "Also we cannot deny the important role of parents in nurturing the children. They need to tell their children what is wrong and right and instill sense of discipline. Buying children mobile phone, bike and providing internet facilities is good, but, does parents care to check whether their children is properly using the facilities provided to them? Today situation is worse in the schools. Teachers are virtually scared of children in the school." Dr Khan also believes that teachers, be at school or college themselves need to introspect.
"Teacher should try hard to build good relation with the students. We also need to be honest to our profession and set example for the children to follow," says Dr Khan. He also disagrees with the notion that students of DNGC are hostile to teachers.
"During early 90s maximum number of assault on teachers took place at JN College, Pasighat. Unfortunately in recent years such incident is taking place in our college too. We all need to introspect and try to figure out where things are going wrong," says Dr Khan.
One of the major problems which arise while confronting such attack case on teachers is the patronage given to the attackers by various groups. "Whenever such incidents take place, we get immense pressure to pardon the students. Leaders of various unions and associations put pressure on us. We also don't like to see our student suffer and out of pure humanity, we do sometimes forgive them. But our students are taking our love as weakness and incidents of assaults continues to grow," shared APCTA president Dr Jommi Loyi.
"They only realize mistake after committing crime and asks for forgiveness. My only question is why not they think about it before committing the crime," asked Tao Abo, IPR Secretary of APCTA.
It is difficult to make out who is responsible for the deteriorating relation between student and teachers but there is no denying that this unhealthy relation poses serious challenge to the future of state. Perhaps all of us including students, teachers, parents and society as a whole should introspect.
HRD minister’s intervention sought for early completion of JNV building
ITANAGAR, Apr 12: The Jawahar Navodaya Vidyalaya (JNV), Geku established 10 years ago is still running from a temporary OBT building without proper infrastructure. It was observed by a team of Adi Students' Union (AdiSU), which visited the school recently to gather first information of the functioning of the school.
While highlighting the poor infrastructure facilities of the school with leaking roof, unhygienic toilets, dilapidated hostels and teachers' quarters, Adi Students' Union (AdiSU), in a representation to Union Minister for Human Resources Development, sought the intervention of the Ministry for early completion of the school building equipped with all facilities.

It informed quoting local sources that an amount of Rs.16 crore was allotted to a Delhi based construction agency for construction of the school building in collaboration with an Arunachalee contractor, who have erected only few pillars till date.
According to the school authority, no representatives from both the construction agencies have ever visited the site till date after the construction work was started in 2008, the representation said. It also blamed the negligence of the concern school authority for the delay.

The delightful actress Minisha Lamba looked gorgeous in the beautiful traditional attire designed by Nabam Aka. Nabam Aka is a local weaver and prominent artesian who has employed many weavers in Assam.
The three days event being organized in the city is for the first time, where 35 designers, musicians and weavers from different parts of North East participated to showcase their talent and collection.

The event started with the beautiful country songs and melodies sung by famous musician Guru Rewben Mashangva and his son Saka.
With a vision to promote overall development of the North East region, the Fest saw North East music, fabric, designers and local delicacies. Weavers, designers as well as cuisine stalls kept the crowds buzzing at the venue.
Karbak said, "We are happy that our youth like Yana and Siranjeet are organizing such events. Our local weavers and designers need an exposure and platforms like these to bring them forth in bigger platforms. I am glad and pleased to see the talent of our North East Weavers and designers"

Take strong measures
Every year during college examination and student union election, the teaching faculties of the various colleges of Arunachal becomes unfortunate target of the student. With each passing year, the number of assault cases on college teacher is increasing and it is a matter of deep concern. Very recently Dr KK Rai, an assistant professor of Dera Natung Govt. College was brutally assaulted by his own student. Dr Rai was only perfuming his duty by not allowing the accused student to cheat during exam.
Sadly he had to heavy price for sincerely doing his duty. This is not the first time such incidents have happened. In the past also many lecturers was assaulted but no concrete punishment has been given to any accused so far. Unfortunately in some instance no police complaints were lodged and therefore it was never reported in media too. Such incidents have emboldened the criminal minded students. Besides giving strong punishment in the form of jail term, such students should be expelled from university. Unless strong measures are adopted the instances of assault on teachers will continue.

The reasons I support AFSPA
Dear Editor,
Through your esteemed daily, I would like to express my view on the matter of imposition of AFSPA in 12 districts in Arunachal Pradesh bordering Assam & Myanmar.
High decibel hue & cry is being heard from hundreds of both conspicuous & inconspicuous organizations across the state against the imposition of Armed Force Special Power Act which gives special power to Armed Forces as the name itself suggests. Such a reaction raises several questions in my mind of which few are tormenting my mind & I cannot hold back.
My first question to them is that do they know that AFSPA is already invoked in several districts of Arunachal Pradesh since several years and everything is going on smoothly, at least till today. I have worked in Tirap & Changlang for more than 6 years but never heard of any excesses done by Army in the pretext of AFSPA. I would like to relate an event when 4 Bodo militants were killed by army in the jungles of Deka Village under East Siang District. The army requested the villagers to carry the dead bodies of the slain militants up to roadside but the villagers refused to do so sighting social taboo and army never asked the villagers for a second time, not to talk of applying force.
My second question is, where do these organizations go when armed force personnel or innocent public are killed as a direct or indirect consequences of action of militancy. People who have volunteered to work for a noble cause should maintain balance on all aspects.
The power of armed force granted under AFSPA, like firing on unlawful activity in order to protect law & order, arrest without warrant, enter and search any premises to arrest, etc, are already there under IPC & CRPC. Forest Officers are empowered under Forest Acts to arrest without warrant, enter & search any premises, stop & check vehicles on transit.
Further there is no legal immunity granted to armed force under this act but prior sanction of the Central Government is required to prosecute or institute any legal proceeding against any person in respect of anything done in exercise of power conferred by this Act.

Keep safe our hard earned money
Dear Editor,
Through your esteemed daily, I would like express my anguish regarding the news that GPF and NPF of govt employees of Arunachal Pradesh have been used by the govt for various purposes and accounts are totally nil. Here my question to the state govt. is that why did they touch the hard earned money of govt employees deposited in their respective GPF and NPS accounts for their future? Where did state govt use those amounts instead of using from budget allocated amount? With deficit of 4486.74 crore, how is the state govt
return the GPF and NPS amount of govt employees amounting to Rs Rs.864 crore(GPF) and Rs.97 crore(NPS)? Further, what is COSAAP doing? Instead of raising voice against looting of employees hard earned money, why COSAAP is a silent spectator?
COSAAP could have stopped state govt from using the hard earned savings of govt employees in GPF and NPS. If this situation continue to persist then state govt won't be able to pay the monthly salary of govt employees and regularisation of SSA and NRHM staffs is almost not possible.
Therefore, it is my earnest appeal to the honourable Governor to intervene in this matter so that the hard earned money of the govt employees kept in their GPF and NPS accounts are recovered again and is kept in a safe and secure place.
Various NGOs and Unions should play a proactive role in raising their voice against this condition.

Come clean on financial mess
Dear Editor,
Allegation and counter allegation between the state govt and Kaliko Pul is quite a tantrum. From the farce they are playing, even a child could smell foul play. We the common man are neither against Tuki govt nor zealot of Mr.Kaliko Pul because neither of them is right. As a common man of AP would like to know what happened to the NDRF, SDRF, states share of central taxes, our own state's revenue and several other? Why there is no enough balance in state govt exchequer? Why state govt is unable to release salaries regularly? Why contractors bills are still pending?
In daily conversations, we hear of 'buying MLA' but thought it to be sort of propaganda. Now seeing the financial crisis of the state we are forced to believe it. Well said someone "hand with scars is the sign of clean money". If anyone boast of his luxurious cars, houses or fancy clothes; shame on you. Behold, no one looks up at you, at your swindled money. Rather public is looking at you with contempt. Personally, I feel our leaders need to learn some ethics from honest leaders like Kejriwal and King Faisal.
If any leader spend money just to save their portfolio, shame on you. Curse of those
mother who are unable to send their child to colleges and schools be on you. Curse
of those helpless father who cannot afford to look after his ailing wife and children
be on you. Curse of those brothers and sisters whose dreams are shattered be on you.
For generations may your name be tyrannized (even when you are dead). People of the
state are suffering of poverty (especially rural areas) and we know sole reason is
because of the foul play of our state govt. Remember each one of you are elected
by the people, of the people and for the people. Yes, its true many of you allowed
yourself to be looted by self-
Surprisingly, we do not see any unions fighting for such serious issue. Are they only good at calling bandh calls, perturbing only poor vendors, daily wagers? But enough is enough we won't keep silent any longer. We demand state govt to come clean on financial status release white paper on state's financial position.

Take steps to encourage the students
Dear Editor,
Just before two days from date of examination, I received my Admit Card for State Merit Scholarship examination 2014 that was to be held on September 9, 2014 from 10.30 AM onwards. I requested my father, who was at Aalo for an important social engagement, to come back to Naharlagun so that I could be dropped at Government Higher Secondary School, Itanagar, during the day of examination. My father might have sensed the gravity of seriousness. Leaving his work at Aalo half done, he rushed back by spending about Rs. 2500 for his vehicle fuel and other journey expenses. He, while dropping me, on the day of examination, on the way to Itanagar filled fuel of Rs.1700 again so that he could go back to Aalo to attend the left over work as soon as my examination was over. Seeing my father`s support, I felt very much encouraged.
Now, the result was out, wow! I had cracked the exam and did not let my parent`s support go in vain. My confidence level to compete in other examinations became high. Now I expected of receiving a Scholarship of about Rs.5000 to 10000 per annum for some years.
But, now, it is understood that the Scholarship amount would be Rs.1800/-

CHC without medicine
Dear Editor,
It is very sad to say that our newly established Community Health Centre of Bordumsa does not have life saving drugs required during delivery of a new born baby. My son was born at 3:10 AM but during delivery time nurse told me to purchase cotton, saline water, syringe, Betadine and other medicine. It was the private pharmacist who woke up at night at 2:00 AM and gave all the required medicine for delivery otherwise I don’t know what would have happened. If it is the condition of Community Health Centre of Bordumsa which is connected with all weather roads with Assam what about other Community Health Centres of Arunachal? The NRHM only provides Doctors but no medicine. It is fact of NRHM who boast of giving health service to the people of Arunachal Pradesh. But in fact it is a scam because only giving a pen to write in paper but no medicine for survival is a crime against the people of Arunachal Pradesh.
Only satisfaction I find with the CHC of Bordumsa is that they have all the vaccine required for infant.
